Promotion

Explicitly turn an accepted basic submission into exactly one Application.

Promotion is a dedicated operation on the same submission. Tera never auto-promotes a basic submission because optional fields happen to be present.

Supplier-driven promotion requires the supplier_submissions:promote scope.

Contract

The body is the application-level Phase A contract without external_reference or level. Send a new operation_idempotency_key in the JSON body.

Synthetic example: promote Northbridge Tea Rooms Ltd after the basic submission is accepted.

On success, later polls show application_reference and application_created_at on the same submission_id. Concurrent promotions converge on one Application.
